Construction (Design and Management) Regulations 2015 — The 5 Duty Holders

CLIENT (the person or organisation the work is done for)

Appoint a Principal Designer (PD) and Principal Contractor (PC) — in writing Provide pre-construction information to designers and contractors Ensure adequate welfare facilities Allow adequate time and resources for the project Ensure the construction phase plan is in place before work starts

PRINCIPAL DESIGNER (PD) (leads on pre-construction H&S)

Plan, manage, monitor, and coordinate pre-construction health and safety Help the client provide pre-construction information Identify, eliminate, and reduce risks during design Prepare and update the Health and Safety File Coordinate with the Principal Contractor

PRINCIPAL CONTRACTOR (PC) (leads on construction phase H&S)

Plan, manage, monitor, and coordinate the construction phase Produce the Construction Phase Plan before work starts Control the site — only authorised persons on site Coordinate and manage all contractors Ensure suitable welfare facilities Provide site induction for all workers

DESIGNER (anyone who designs — architect, engineer, specifier)

Eliminate foreseeable risks in the design where possible Reduce risks that cannot be eliminated Provide information about remaining risks to other duty holders

CONTRACTOR (anyone carrying out construction work)

Plan and manage own work safely Follow the site rules set by the PC Cooperate with the PC and other contractors Report anything unsafe Provide information for the Health and Safety File

Domestic Projects (Homeowner as Client)

On domestic jobs with only one contractor, most client duties transfer automatically to that contractor.
