What the law actually says
- •Building control, planning, H&S enforcement, residential repair schemes and small claims procedure are all devolved. The rules genuinely differ between England, Wales, Scotland and Northern Ireland.
- •Working in Scotland under English-only paperwork is a common cause of payment disputes and rejected building warrants.
- •VAT, income tax bands, CIS and HMRC are reserved (UK-wide). Devolved bodies handle building, environment, employment enforcement and consumer protection.
